Our Lord Jesus was crucified outside the gates of Jerusalem, symbolizing the rejection of the Son of God by Israel. The Hebrew writer encouraged the Jews to go out to be with Jesus--go outside the gates--leave Jerusalem. Christians have an altar from which those who serve the tabernacle have no right to eat!
